A WestJet Encore de Havilland DHC-8-402 (C-GKWE/WEN3485) on a flight from Halifax/Stanfield Intl, NS (CYHZ) to Ottawa/MacDonald-Cartier Intl, ON (CYOW) reported an emergency locator transmitter (ELT) signal, 4/5 on its descent from FL240 into CYOW. Signal became intermittent at 13 000 ft and stopped at 8 000 ft. The Joint Rescue Coordination Centre (JRCC) Trenton (TR) was advised. Various aircraft in the vicinity reported the ELT. Last positive report was received at 2135Z.

The ELT became intermittent from FL190 to 13,000ft (the aircraft was 50NM East of Toronto). The signal disappeared when the aircraft descended below 13,000ft. The Joint Rescue Coordination Centre (JRCC) Trenton was advised. No other reports.

Incident at TORONTO / LESTER B. PEARSON INTL ON (CYYZ) (FOD (foreign object debris))

An Air Canada Boeing 777-333ER (C-FJZS/ACA606) from Toronto/Lester B. Pearson, ON (CYYZ) to Halifax/Stanfield, NS (CYHZ) was cleared for take-off from Runway 06L on a visual departure behind an Air Canada Embraer ERJ 190-100 IGW (C-FMZW/ACA1037) from Toronto/Lester B. Pearson, ON (CYYZ) to Denver, CO (KDEN). ACA606 aborted its take-off roll after observing that ACA1037 had aborted takeoff further down the runway due to a bird strike. ACA606 returned to the runway for takeoff. No further delays to the operation.
UPDATE Duplicate AOR 262592-V1: A red tailed hawk was found on the runway after ACA1037 advised of the bird strike. (Duplicate CADORS 2020O0469 / AOR 262592-V1 deleted)
UPDATE TSB Report #A20O0029: On 07 March 2020, at 0948 eastern daylight time, an Embraer 190-100 (E190) operated by Air Canada (registration C-FMZW) as flight ACA1037 was conducting a takeoff under visual departure procedures from Runway 06L. After the E190 began its takeoff roll, a Boeing 777-300 (B777), operated by Air Canada (registration C-FJZS) as flight ACA606, was instructed to position and hold onto Runway 06L. While the E190 was on the take-off roll, the Tower controller issued a takeoff clearance to the B777. Moments later, the E190 had a bird strike at approximately 135 knots. The E190 flight crew initiated a high-speed abort and made a radio call on the tower frequency that they were aborting the takeoff. As the E190 flight crew made their radio call, the B777 flight crew read back the takeoff clearance on the same frequency and commenced its takeoff roll. Shortly afterwards the B777 flight crew observed that the E190 was still on the runway and aborted the takeoff, reaching a maximum speed of about 110 knots. The B777 flight crew made a radio call on the tower frequency that they were also aborting the takeoff. Both aircraft exited the runway. The E190 returned to the terminal. The B777 waited on a taxiway for 45 minutes to allow the brakes to cool and then returned to the terminal. There were no injuries. There was no damage to either aircraft.

After it had received the instruction to fly direct AVVON, a Jazz Bombardier CL-600-2B19 (C-GNJA/JZA8548) from Ottawa/Macdonald-Cartier, ON (CYOW) to Montreal/Pierre Elliott Trudeau, QC (CYUL) was seen 20 degrees off course on a heading of 094, and it came into conflict with a Jazz Bombardier CL-600-2D24 (C-GPJZ/JZA8633) from Halifax/Stanfield, NS (CYHZ) to Ottawa/MacDonald-Cartier, ON (CYOW). The air traffic services (ATS) unit instructed two aircraft to conduct a right turn to maintain the separation, which had been reduced to 1 000 ft and 3.8 NM. No impact on operations.

Incident at HALIFAX / STANFIELD INTL NS (CYHZ)

TSB Report #A20A0024: C-FEKI, an Embraer E175 operated by Sky Regional Airlines as SKV7459, was in the initial stage of a scheduled flight from Halifax/Stanfield Intl (CYHZ), NS, to Toronto/Lester B. Pearson Intl (CYYZ), ON. After the pushback began, the ground crew advised the flight crew they were clear to start both engines at their discretion on the push. The Captain requested, and received, an all-clear from the ground crew to start engine #1. The engine start commenced with no engine indication anomalies noted. The aircraft then came to a stop and the ground crew advised that one of their crew had dropped a PDA (Personal Digital Assistant device), which was ingested into the engine #1 during the start and ejected back out the front. The flight crew shut down engine #1 and had the aircraft towed back to the gate. All passengers were deplaned, company maintenance was notified and the aircraft was removed from service. The flight crew deactivated the Cockpit Voice Recorder to preserve data related to the event. The engine #1 FOD inspection found some blades that were damaged and required either repair or replacement. The aircraft was later returned to service.

Two aircraft on final for Runway 23 at Halifax/Stanfield, NS (CYHZ) appeared to be left of the centreline with the Surveillance Fusion System (FUSION) source selected on the intermediate approach waypoint (IWP) display. A WestJet Boeing 737-8CT (C-FCSX/WJA254) from Toronto/Lester B. Pearson, ON (CYYZ) to Halifax/Stanfield, NS (CYHZ) was on the area navigation (RNAV) Y and confirmed that they were on the centreline. An Air Canada Airbus A320-214 (C-FXCD/ACA626) from Toronto/Lester B. Pearson, ON (CYYZ) to Halifax/Stanfield, NS (CYHZ) was on the instrument landing system (ILS) 23 and also advised that they were showing on the centreline. The Technical Operations Coordinator (TOC) was advised. No impact on operations.

Delayed entry as a result of NAV CANADA safety and evaluation quality assurance (QA) review: The pilot of a Jazz de Havilland DHC-8-402 (C-GGBF/JZA8863) from Gander, NL (CYQX) to Halifax/Stanfield, NS (CYHZ) departed from Runway 03 at 2120Z and, shortly after take-off, contacted the tower to ask if any rubber had been left on the runway after their departure, because they had experienced some shaking with the nose landing gear during take-off. The field foreman for the airport inspected the runway and found no evidence of any debris. The tower contacted the aircraft and relayed the ground crews report. No impact to operations.

Incident at 30NM W ST. JOHN'S INTL NL (CYYT)

A Jazz de Havilland DHC-8-402 (C-GKUK/JZA8991) from St. Johns Intl, NL (CYYT) to Halifax/Stanfield Intl, NS (CYHZ) observed smoke in the cockpit at 30NM West of CYYT. The aircraft returned to CYYT without incident.
Update TSB report #A20A0022: C-GKUK, a de Havilland Dash 8-400 operated by Jazz Aviation LP, departed St. John’s Intl, NL (CYYT) on a scheduled flight to Halifax/Stanfield Intl, NS (CYHZ). The aircraft was in the climb phase at 30 NM west of CYYT when the flight crew detected smoke in the cockpit, simultaneous to a flight attendant report of haze in the cabin area. A short time after, the crew noted caution messages FLT COMP HOT and #2 BLEED HOT followed by a LAV smoke detector caution. The flight crew donned their oxygen masks and declared an emergency with air traffic control (ATC) at approximately 0745 NDT. They then received clearance from ATC to return to CYYT. The aircraft landed without incident at 0801 NDT while ARFF were standing by. ARFF confirmed there was no evidence of smoke or fire and the aircraft then taxied to the gate. The aircraft is currently undergoing maintenance.

Incident at 44NM HALIFAX / STANFIELD INTL NS (CYHZ)

A Jazz de Havilland DHC-8-402 (C-GJZG/JZA2271) from Halifax/Stanfield, NS (CYHZ) to St. Johns, NL (CYYT) had a pressurization issue. C-GJZG returned to CYHZ. No emergency. No operational impact.
UPDATE from Airworthiness: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. During the climb, the flight crew of JZA2271 were unable to control the pressurization in "In Auto" or "Manual". This was followed by "#1 and #2 Bleed Hot" cautions. The flight returned to CYHZ. The Pack Control Valve was replaced and the aircraft was returned to service. There has been no recurrence.

Incident at HALIFAX / STANFIELD INTL NS (CYHZ)

The Halifax/Stanfield, NS (CYHZ) tower advised that a WestJet Encore Ltd. de Havilland DHC-8-402 (C-FHEN/WEN3428) from Halifax/Stanfield, NS (CYHZ) to St. Johns, NL (CYYT) returned to land due to a minor mechanical issue. No assistance was requested. Aircraft Rescue and Fire Fighting (ARFF) unit was advised. WEN3428 landed safely at 1103Z. No impact on operations.

An Atlantic Utility Maintenance Inc. Piper PA-31 (C-GXUG) from Charlottetown, PE (CYYG) to Halifax/Stanfield, NS (CYHZ) had a communication failure. The aircraft proceeded to CYHZ and landed safely at 0009Z. A WestJet Boeing 737-800 (WJA252) from Toronto/Lester B. Pearson, ON (CYYZ) to Halifax/Stanfield, NS (CYHZ) was delayed slightly in order to accommodate.

Incident at DEER LAKE NL (CYDF) (Aerodrome - other, Aerodrome, runway or taxiway shutdown)

At Deer Lake, NL (CYDF), a vehicle stalled while exiting the runway, causing an incoming Chrono Jet Inc. Boeing 737-247 (C-FBIM/MBK795) from Halifax/Stanfield, NS (CYHZ) to Deer Lake, NL (CYDF) to be put in a holding pattern while the vehicle was towed clear of runway, ultimately causing the arriving aircraft to be delayed.
