at VICTORIA INTL BC (CYYJ)
A Victoria Flying Club Cessna 172S (C-GTDK) from Victoria, BC (CYYJ) to Victoria, BC (CYYJ) was required to take evasive action in the right downwind for Runway 09 to avoid a privately registered, amateur-built Vans RV 7A from Victoria, BC (CYYJ) to Victoria, BC (CYYJ) that had departed from Runway 09 and made an early turn into the downwind. The Vans RV 7A should have climbed the runway heading to 1100ft before turning crosswind, as per local published procedures. The tower controller said to the pilot of the Vans RV 7A that they were cutting off the traffic and the pilot reported that C-GTDK was in sight. No impact on other traffic. Both aircraft landed safely.
UPDATE: Aviation Incident Report #17521: A Victoria Flying Club Cessna 172S (C-GTDK) from Victoria, BC (CYYJ) to Victoria, BC (CYYJ) was flying night circuit procedures, level at 1100 feet, on the downwind for a full stop landing. A privately registered, amateur-built Vans RV 7A on a flight from Victoria, BC (CYYJ) was climbing on a tight crosswind, and narrowly avoided a collision with C-GTDK due to both aircraft performing avoidance manoeuvres. Air Traffic Control (ATC) verified that C-GTDK had its strobes and navigation lights on. ATC also confirmed with the Vans RV 7A, to which they replied "they are now". C-GTDK then made a full stop landing and expedited their runway exit at the request of ATC, due to the proximity of the Vans RV 7A on final for a touch-and-go.
