Incident at LACHUTE QC (CSE4)

While a privately registered Cessna 172M conducted touch-and-gos at Lachute, QC (CSE4) and was on base, a privately registered Cessna 172L from Lachute, QC (CSE4) to Lachute, QC (CSE4) did not report being on short final for Runway 28. The two aircraft ended up a few feet away from each another. No impact on operations.

Incident at SEPT-ÎLES QC (CYZV) (Incursion - runway - vehicle)

A Hélicoptères Canadiens Aerospatiale AS-355-N (C-FXIH) from Sept-Îles, QC (CYZV) to Sept-Îles, QC (CYZV) reported that it had been cut off by a vehicle (a TSAS tractor) on the final approach and takeoff area (FATO) while the vehicle in question was leaving the fixed-base operator (FBO) to go to the main apron. The aircraft had to abort its final approach to let it pass. No other impact.

Incident at MONTRÉAL / ST-HUBERT QC (CYHU)

A Chrono Aviation Inc. Beech 1900D (NDL191) from Plattsburgh, NY (KPBG) to Montréal/St-Hubert, QC (CYHU) that was instructed by the terminal control unit (TCU) to intercept the final approach at 6 NM was observed on base at 3 NM from the threshold. NDL191 then returned downwind to once again intercept the final at 6 NM after descending to 2,600 ft and climbing back to 3,000 ft before getting back on final. No other impact.

Incident at OTTAWA / GATINEAU QC (CYND) (Bird presence)

A Richcopter Inc. Cessna 150M (C-GNLY) from Ottawa/Gatineau, QC (CYND) to Ottawa/Gatineau, QC (CYND) reported bird activity on Runway 27. The Fixed Base Operator (FBO) advised (ADZ) for dispersion. Impact on operation: C-GNLY conducted two go-arounds and a Richcopter Inc. Cessna 150M (C-GYGH) from Ottawa/Gatineau, QC (CYND) to Ottawa/Gatineau, QC (CYND) conducted one go-around.

A Collège denseignement général et professionnel de Chicoutimi Beech C23 (C-GZEV) from Chicoutimi/St-Honoré, QC (CYRC) to Chicoutimi/St-Honoré, QC (CYRC), which was sequenced in the circuit, conflicted with an aircraft on the right base for Runway 30. The other aircraft was a Collège denseignement général et professionnel de Chicoutimi Beech C23 (C-FHUW) from Chicoutimi/St-Honoré, QC (CYRC) to Chicoutimi/St-Honoré, QC (CYRC). The air traffic controller (ATC) initiated evasive manoeuvres. There was no operational impact.

A Brampton Flying Club Cessna 172P (C-GFFZ) from Sherbrooke, QC (CYSC) to Brampton-Caledon, ON (CNC3) was instructed to join the left mid-downwind for Runway 24L at Montréal/St-Hubert, QC (CYHU), descending no lower than 1700 ft. C-GFFZ joined base leg and began descending without clearance, then crossed the arrival path of Runways 24L and 24R. C-GFFZ initiated a go-around on Runway 24L and was instructed to turn crosswind once at 1100 ft, but C-GFFZ was observed in a turn at 700 ft. No impact on operations.

A Pascan Saab 340B (PSC478) from Montreal/Pierre Elliott Trudeau, QC (CYUL) to Montreal/St-Hubert, QC (CYHU) was on final for 24R for a full stop. The air traffic controller (ATC) passed information regarding traffic on base for Runway 24L to PSC478, and the aircraft acknowledged receipt. The aircraft landed and, once transferred to the ground control frequency, explained that it had received a traffic alert and collision avoidance system (TCAS) resolution advisory (RA), but did not execute any avoidance manoeuvre.

The intermittent but constant signal from an emergency locator transmitter (ELT) was picked up by the tower at 2103Z and reported by a 9345-9626 Quebec Inc. Cirrus SR20 (C-GGDS) from Montreal/Mirabel, QC (CYMX) to Montreal/Mirabel, QC (CYMX) that was on left base for Runway 24. At 2110Z, while on the ground, C-GGDS informed the tower that it was its own ELT, which had been activated by mistake. No impact.

No emergency declared or assistance required. No impact to operations.

Incident at 3NM E SIBNA intersection

An Air Creebec de Havilland DHC-8-106 (C-FDWO/CRQ5936) from Val-dOr, QC (CYVO) to Rouyn-Noranda, QC (CYUY) advised of receiving a traffic alert and collision avoidance system (TCAS) resolution advisory (RA) while on left base for Runway 26 at CYUY. Two Bombardier CL-215-6B11 (CL-415 series) aircraft crossed the runway centre line of Runway 26 at an estimated distance of 6NM to 8NM, without having established any radio contact. The first Bombardier CL-215-6B11, having been sighted visually by the flight service station (FSS), had been passed as traffic to CRQ5936 with approximate position and altitude, but the second was not seen.

The fixed base operator (FBO) was advised, and the aircraft was removed at 1413Z. Impact: 3 VFR aircraft in the circuit conducted "low and over" manoeuvres for 10 minutes.
