At 1800Z, a target on radar was seen entering the mandatory frequency (MF) area 5NM to the southeast (SE), heading northwest (NW), at 2000 feet. Multiple calls were made to try and establish communications, without success. The target left the MF at 1806Z. No impact on operations. Update: At 2305Z, the target on radar is seen entering the MF area, from the NW to the SE, at 2000 feet without any communications. Once again, attempted to establish communications, without any success. No impact on operations.

A Piedmont Airlines Embraer EMB-145LR (N648AE/PDT120Q) from Québec City/Jean Lesage, QC (CYQB) to Philadelphia, PA (KPHL) was observed taxiing without authority on Taxiway D2, which was closed by NOTAM. The air traffic service unit (ATS) advised the aircraft. No known impact.

The Natashquan, QC (CYNA) airport manager (APM) reported seeing an American privately registered Cessna 208 take-off from the CYNA airport when no communication had been made with the flight service station (FSS). No response from the Cessna 208 on Natashquan frequency 122.2 MHz (YNA). Upon verification, it was determined that no communication had been made with the Montreal Area Control Centre (ACC) on frequency 134.82 MHz either. No impact on the operation.

A Hydro-Québec de Havilland DHC-8-300 (HYD351) from Québec/Jean-Lesage, QC (CYQB) to Montréal/Pierre-Elliott-Trudeau, QC (CYUL) was initially climbing on departure from CYQB. At 2700 ft, the aircraft reported that it was clearing for a few miles to avoid precipitation, but began descending to 1800 ft without the controller’s authorization, which took it below the minimum vectoring altitude (MVA). The air traffic controller (ATC) reported the MVA and the advisory area (CYA). HYD351 resumed its climb.

A Loganair Bell 407 (LOGC409) from Ottawa/Macdonald-Cartier, ON (CYOW) to Kingston, ON (CYGK) changed its departure time on an active flight plan (FP) while it was between two "area of responsibility" (AOR) units. Aeronautical fixed telecommunications network (AFTN) messages had been exchanged (Quebec(YQB) and London (YXU) flight information centres (FICs)) on the Flight Service Station Information Management System (FIMS). The FP was inadvertently cancelled while in a proposed state. LOG409 took off from CYOW and no VFR flight plan was activated. Subsequently, the FP was reactivated and alerting services were reinstated until the end of the flight.
