A SkyWest Airlines Embraer ERJ 170-200LR (SKW4560) on a flight from Minneapolis/St. Paul Intl, MN (KMSP) was cleared to FL290 by the Winnipeg area control centre (ACC) controller and the clearance was read back correctly. The controller subsequently updated the electronic flight strip (EFS) with FL320 as that was the altitude the controller had intended to clear the aircraft to. SKW4560 was observed descending through FL308 and was queried by the controller. SKW4560 was re-cleared to FL300. No impact to operations.

A privately registered Mooney M20E on a flight from Ottawa/Rockcliffe, ON (CYRO) to Ottawa/Rockcliffe, ON (CYRO) entered the Ottawa/Gatineau, QC (CYND) mandatory frequency (MF) without contacting the flight service station (FSS). No impact on operations.

An Air Canada Airbus A319 (ACA241) from Edmonton, AB (CYEG) to Vancouver, BC (CYVR) taxied to position for departure and then advised tower that they required a 30 second runup in position before departing. This resulted in too little spacing for ACA241 to depart before a Jazz de Havilland DHC-8-402 (C-GGMI/JZA8494) from Vancouver, BC (CYVR) to Edmonton, AB (CYEG) landed. JZA8494 pulled up 3 miles final. No other impact to operations.

Incident at TORONTO / OSHAWA EXECUTIVE AIRPORT ON (CYOO)

At Toronto/Oshawa, ON (CYOO) an Emergency Locator Transmitter (ELT) signal from an unknown aircraft was received on the emergency frequency for approximately 10 seconds at 2141Z. Signal was strength 5 with no bearing received. Shift manager was notified. No impact to operation.

Incident at LETHBRIDGE AB (CYQL)

A Super T Aviation Cessna 172N (C-GYKX) from Medicine Hat, AB (CYXH) to Lethbridge, AB (CYQL) backtracking Runway 23 was going too fast to make a turn onto Taxiway Alfa and momentarily exited the runway at the threshold into the grass. The pilot then manoeuvred the aircraft onto Taxiway Alfa. No damage to the aircraft. No impact to operations.

At 1745Z, a Waterloo-Wellington Flying Club Cessna 172S (C-GLXP) on a flight from Kitchener/Waterloo, ON (CYKF) to Kitchener/Waterloo, ON (CYKF) was on Apron 2B and told to standby for taxi. Instead, the aircraft taxied onto Alpha for Runway 26.

At 1414Z, the Airport Manager at Whitecourt, AB (CZU) advised that the chemical spraying equipment was not working and that the runway was very slippery. APM requested that Runway 11/29 be NOTAM closed until 1700Z. Runway re-opened at 1513Z. Impact on operations: a Sunwest Aviation de Havilland DHC-8-202 (CNK4851) from Calgary, AB (CYYC) to Whitecourt, AB (CYZU) was inbound and forced to enter a hold and wait for runway to re-open. CNK4851 had an original estimated time of arrival (ETA) of 1509Z and landed at 1523Z.

Shutdown was coordinated with 1 training aircraft in the area. Power and service resumed by 1700Z.

A privately registered Cessna 172 on a flight from Vermilion, AB (CYVG) to Vermilion, AB (CYVG) was spotted in left downwind Runway 26 without contacting the flight service station (FSS) on the mandatory frequency (MF). The aircraft turned base and then turned upwind and exited the zone to the west. After clearing the zone, the pilot contacted the FSS indicating that their radio was back in service and got advisory for a touch and go. No operational impact.

Pearson Intl, ON (CYYZ) to Ottawa/MacDonald-Cartier Intl, ON (CYOW) declared a PAN PAN approximately 15 minutes after departure from CYYZ and reported that they had an indication of a blown tire. Runway inspected and a piece of rubber foreign object debris (FOD) was found. The aircraft continued to CYOW. Montreal Area Control Centre (CZUL) and National Operations Centre (NOC) informed.
